Greater Christchurch is still building. Selwyn was the fastest-growing district in New Zealand at the 2023 Census, the Halswell Ward grew 34.3% between 2013 and 2018 against 8.9% for the city as a whole, and new streets keep appearing in Rolleston, Lincoln and Pegasus. Each new home needs its plumbing designed for the ground it sits on, the council that will sign it off, and a winter that brings regular frosts.
Cheeky's Plumbers works with builders, group home companies and owner-builders on new houses, townhouses and minor dwellings. We review your plans before pricing, turn up when the programme says, and supply the documentation your council needs at the end.
Pricing: quotes are free, and every job gets a fixed price before we start, so there are no surprises on the invoice.

Building on Christchurch ground
Flat residential land across Christchurch, Selwyn and Waimakariri is rated TC1, TC2 or TC3 for the likelihood of future liquefaction damage. MBIE's guidance says TC2 land is likely to need lightweight construction or enhanced foundations, such as an enhanced concrete raft, and TC3 land needs site-specific geotechnical investigation and engineered foundations. Your foundation type decides where pipes can run, how they pass through the slab, and how much flexibility the drainage needs.
Floor levels matter too. Christchurch City Council's Flood Management Areas cover more than 50,000 residential properties, and new builds there may need a minimum floor level. That can change the fall available to your drains. We check the technical category, the floor level and the slab design with your engineer and drainlayer before the pipework is set out.
How It Works
Getting the design right before the slab goes in
Most new build plumbing problems start on paper. A shower waste that clashes with a slab beam, a cylinder with no room for a relief drain, or a kitchen island with no realistic route for its waste: all are cheap to fix at design stage and expensive once concrete is poured.
We review plans before pricing and flag anything that will be hard to build, will not meet the Building Code, or will cost more than it should. On townhouse developments where wet areas stack over each other, this review saves real money. In subdivisions on a pressure or vacuum sewer, such as Prestons, the connection is different from a gravity lateral, and we plan for it from the start.
Hot water and frost for new Canterbury homes
The main hot water options are a mains pressure electric cylinder, a heat pump water heater, or LPG continuous flow. Gas in Canterbury is LPG, so a gas option means bottles, a bulk tank or a street with piped LPG. EECA publishes guidance on hot water heat pump efficiency, and we can talk through the options with you and your designer based on household size, space and running costs. Whatever you choose must meet Building Code clause G12, including temperature control with a tempering valve and seismic restraint.
Frost needs planning in. Christchurch averages around 80 ground frost days a year, and Master Plumbers recommends lagging pipes in garages, roof spaces and under floors because freezing can split pipes, fittings and cylinders. We keep supply pipes out of exposed outside walls where we can, lag what has to run through cold spaces, and fit outdoor taps that can be isolated and drained.
Working with your builder and the right council
Christchurch City Council, Selwyn District Council and Waimakariri District Council each issue their own building consents and Code Compliance Certificates, and each books its own inspections. We work to the builder's programme and coordinate pre-line inspections, pressure tests and council inspections so the build is not held up, whether the site is in Halswell, Lincoln or Pegasus.
At completion we supply the documentation the council needs for the Code Compliance Certificate, including producer statements and records of work for the restricted plumbing work carried out. Plumbing in New Zealand is restricted work, and all of ours is done or supervised by plumbers authorised by the PGDB.
How we price new build plumbing
New build plumbing is quoted from your plans. A fixed quote needs the floor plans, the plumbing layout if there is one, the fixture schedule, the hot water specification and the foundation design. The main price drivers are the number of wet areas, the number of storeys, the hot water system, the fixtures chosen, and how many site visits the programme needs.
If plans are still changing, we give an indicative figure first and firm it up once the design is fixed. Variations are priced in writing before they are done, so there are no surprises at the end of the build.

New Build Plumbing FAQs
How much does plumbing cost for a new house in Christchurch?
It depends on the number of wet areas, storeys, the hot water system and the fixtures chosen. We quote from your plans so the price reflects your build.
What do you need to quote new build plumbing?
Floor plans, the plumbing layout if there is one, the fixture schedule, the hot water specification and the foundation design.
Does TC2 or TC3 land change the plumbing?
It can. Enhanced or engineered foundations change where pipes can run and how they pass through the slab, and drainage needs to be flexible. We work from your engineer's design.
Should I choose a heat pump water heater or a standard cylinder?
It depends on household size, space and running costs. EECA publishes guidance on heat pump water heaters, and we can talk it through with your designer.
Can I have gas in a new Christchurch home?
Yes, on LPG from bottles, a bulk tank or a piped LPG street. We plan the gas points and supply alongside the rest of the plumbing.
Do you provide producer statements for council?
Yes. We supply producer statements and records of work to Christchurch City, Selwyn District or Waimakariri District Council for your Code Compliance Certificate.
